Naked Women Protest Against Gov. El-Rufai, Destroy Cars In Governor's Entourage In Southern Kaduna


A group of women on Tuesday in Kafanchan area of Kaduna State protested naked against Governor Nasir El-Rufai over killings in the area.  A military source who saw how it all happened confirmed to Saharareporters.  The angry women who demanded to speak to Governor El-Rufai destroyed several cars in his entourage shortly after their interactive session ended with the governor.  A few of security personnel sustained minor injuries.

To escape Armageddon, billionaires pay $1.5m for designer bunkers


Globally, those who have the means are reportedly preparing to shield themselves from the consequences of Armageddon with $1.5m ‘Earthship’ bunkers.
They hope that by taking refuge in the bunkers, they will survive the “last days.”
The doctrine of the last days is preached by the various religions, Abrahamic or non-Abrahamic.
Among the religions that believe in the last days are Zoroastrianism, Judaism, Christianity, and Islam.
Others are the Bahá’í Faith, Rastafari movement, Norse religion and Hinduism, among others.
Theologically, Armageddon comes under various names, such as end times, end of time, end of days, last days, final days, or eschaton.
It is a future time-period described variously in the eschatologies of several world religions (both Abrahamic and non-Abrahamic), where world events achieve a final climax.
In preparation for the mostly uncertain events of Armageddon, however, the uber rich are reportedly making payments for bizarre U-shaped hideaways which the builders say can be deployed to any part of the world.
“Billionaires are buying up ‘indestructible’ alien boltholes to seek sanctuary in during alien Armageddon or, more likely, nuclear war and disaster” the report says.
It is being made by an American firm and it costs a whopping $1.5m to create what the designers call an Earthship.
The architect, Michael Reynolds, says, “We have had people ask us to build them Earthship communities with underground chambers from weapons and ammunition.”
The Earthship has two bedrooms and two bathrooms and can be equipped based on the taste of the owner.
The construction company, Earthship Biotecture, which is based in New Mexico, USA, says it has spent more than 40 years developing the techniques for the ship.

Kaduna State Govt. Declares 24-hour Curfew In 3 LGAs, Bans Public Procession


The Security Council said it is in possession of credible intelligence suggesting risks to lives and property in the affected councils.
The Kaduna State government has imposed a 24-hour curfew in three local government areas of the state and banned public procession. The councils affected are Zangon-Kataf, Kaura and Jema’a.  A statement signed by Samuel Aruwan, Special Assistant (Media and Publicity) to Governor Nasir el-Rufai, said the decision to impose the curfew was taken by the Kaduna State Security Council after an emergency meeting on Wednesday. The Security Council, the statement added, said it is in possession of credible intelligence suggesting risks to lives and property in the affected councils.
The statement equally said security agencies have been directed to arrest and prosecute any individual or groups that violate the curfew order, using the best practices in enforcing the directives.
 The meeting, chaired by Governor El-Rufai, was attended by Deputy Governor, Mr. Barnabas Yusuf Bala, Mr. Agyole Abeh, Commissioner of Police; Mohammed Tijjani Wakili, Director of the Directorate of State Security (DSS); Brigadier-General I. Isa, Commander, 1 Division Garrison, Nigerian Army, Rear Admiral T. T.Dakwat, Commandant Nigerian Navy School of Armament, Kachia and Air Vice-Marshal  Bello  Garba, Base Commander, Nigerian Air Force, Kaduna.

Gov. Al-Makura Receives Tripartite Committee Report On Salary


His Excellency Umaru Tanko Almakura has commended the leadership and members of the Tripartite Committee set up to look into and resolve the impasse between the Government and the Organized Labour.
Receiving the report from His Excellency Silas Ali Agara who Chaired the Tripartite Committee which consisted of Government officials, Labour Leaders and representatives of the Federal Ministry of Labour at the Government House, Gov. Almakura made it know it was the unfortunate situation that happened middle of this year as regards the issue of workers’ wages.
The Governor appreciated the Federal Ministry of Labour and Employment who had to intervene to bring the two warring parties to the negotiation table, He congratulated the committee members for the zeal, passion and love for the state for coming together to agree on the way out.
He said there is nothing strange about the relationship between government and labour, which he described as that of husband and wife who have their good and bad days.
He reminded all that Nasarawa State is a labour friendly state and the trailblazer in the implementation of the new National minimum wage, despite the challenges that came with the new increased wages the states love for her workers made them able to bear it all till the middle of the year when a new way out was worked on which was rejected by labour .
Ta’al Circle reports the Governor also received the Collective Bargaining Agreement signed by both parties which he said the government was duty-bound to fulfill, giving his assurance that the report would be looked at closely.
While presenting the Report His Excellency Silas Ali Agara who was the Chairman of the Tripartite Committee explained that they had discussed frankly and appreciated the technical advice of the Federal Ministry of Labour and Employment representatives and representatives of the Government.
He made it known that the Committee met first on 2nd September which was the inaugural meeting and 14 times after to produce an agreed upon the report which all members signed.
He thanked the Governor for finding them worthy to serve on the Committee, and they sincerely hoped that their resolutions and recommendation worthy to be implemented by the administration.

Buhari Introduces New Policy, 'Report Financial Crime And Earn 5% From Recovered Sum'


President Muhammadu Buhari-led federal government has approved a new policy on whistle blowing that aims to encourage Nigerians to report financial and other related crimes to relevant authorities.
The policy is that every whistleblower whose revelations lead to recovery of money will be entitled to as much as 5 per cent of the recovered sum.
The new policy was approved Wednesday at the meeting of the Federal Executive Council, chaired by President Muhammadu Buhari inside the Council Chamber of the Aso Rock Villa.
The Minister of Finance, Kemi Adeosun, who announced the new policy to State House correspondents, said it is being put in place “in conjunction with the Attorney General of the Federation and Minister of Justice”.
She said the policy is a stop gap initiative until the National Assembly formally passes a law on whistle blowing.
She said the new programme encourages Nigerians with information on financial crimes to disclose it.
She said the aim is to strengthen the fight against corruption by the Buhari administration.
She said anonymity and protection of whistleblowers will also be guaranteed.

Suspect who murdered 4-year-old for ritual dies controversially in police custody


The anguish of the parents of a four-year-old victim of ritual killing has been compounded by the death in police custody of one of his suspected murderers.
The police claimed that the suspect, Fidelis Bossman, a Togolese, was taken ill and died during interrogation.
But the father of the victim, Johnson Habila Magaji, said he suspected the claim was a sinister attempt to pervert the course of justice.
The minor, Psalm Johnson, was reported missing on October 15 from his parents’ Kuruduma 2, Ugwan Hausawa residence in a rural suburb of the Asokoro Extension in Abuja.
A petty trader running a kiosk in the neighbourhood, however, provided a crucial clue when he recalled seeing little Psalm in the company of Boniface Sani, a young man who lived with his parents in the same compound as the Johnsons.
Boniface acknowledged that little Psalm had been with him.
“He claimed however that when he wanted to visit his friend in another part of the village, and because it was about to rain at the time, he instructed the boy to go inside our compound”, Mr. Johnson narrated to PREMIUM TIMES.
But the trader, Mahmud Magaji, insisted he had seen Boniface walking away from the compound with the little boy. Under interrogation the following day at the A.Y.A Police Station, Boniface later confessed he had sold off little Psalm to Mr. Bossman for N100,000.
Eight days after little Psalm had gone missing, the Police were able to apprehend Mr. Bossman, who confirmed the transaction. He however revealed that both of them had immediately strangled the little boy to death, in a money-making ritual.
The two suspects later led detectives to a riverside behind Asokoro village where the decomposed body of the boy was recovered.
But two days later on October 25, the case took a strange twist. According to Mr. Johnson, when he went to the Police Special Anti-Robbery Squad, SARS, to which the case had been transferred, an officer informed him that Mr. Bossman had died.
“At first, an officer told me that the Togolese had died under interrogation”, Mr. Johnson told PREMIUM TIMES. “Shortly after, another policeman said he had fallen sick and died in a hospital”.
He said he was later shown a picture said to be of the body of the suspect. “But I could not be sure whether the person in the picture was actually dead or posing dead to the camera,” Mr. Johnson said.
When PREMIUM TIMES visited the A.Y.A police Station where the case was first reported, the Divisional Police Officer, Aisha Yusuf, said she knew nothing about the Togolese. She said her officers only arrested Boniface before “I had to hand over the case to the CID, because we don’t handle cases like murder and abduction.”
At the FCT Police Command headquarters, an officer identified as Hassan Abdullahi also said he was not aware of the death of the Togolese. He claimed that the two suspects were still under custody and that investigation was still ongoing.
PREMIUM TIMES later spoke with the Abuja police command spokesman, AnjuGuri Mamza, on the conflicting claims about Mr. Bossman.
Mr. Mamza confirmed the suspect’s death.
“When we brought in the suspects, one of them, quite unfortunately the principal suspect, was complaining that he was sick. Our men, after discovering he was not feeling too fine, rushed him to the Police Hospital”, Mr Mamza said.
“We normally take suspects who fall ill to the Police Hospital. So, after proper examination by our medical doctor at the hospital, he gave recommendation that the suspect be taken to Gwagwalada Specialist Hospital. We however lost him on the way. Autopsy has been taken on the suspect.”
Mr. Mamza said the body was in the morgue of the Gwagwalada Specialist Hospital, as nobody had yet come forward to claim it.
“Investigation is still ongoing. The remaining suspect will be charged to court at the completion of investigation”, he said.
The Police spokesman also explained reasons why the suspect was yet to be arraigned despite his alleged confessional statement while being interrogated by SARS.
“There is nitty-gritty in confessions; you have to understand the rationale behind what was done before taking the accused to court”, he said.
“You have to be sure of your facts, figures and the evidence that will be used to prosecute so you don’t go and present what is shabby and fail to get the appropriate punishment for the offender”, Mr. Mamza stressed. “There are procedures to follow when such investigations are ongoing”.
At the Gwagwalada hospital, a mortuary attendant who refused to give out his identity confirmed that the police deposited a body at the mortuary on October 26.
But the deceased was registered as Fidelis Sirboss, not Fidelis Bossman. The attendant however would not allow the reporter to inspect the mortuary’s record or the body deposited by the police.
For the Johnsons, they continue to grieve over the murder of their son. They said they hope the surviving suspect has his day in court and that their suspicion of an attempt to obstruct justice is unfounded.

We have no team – Manu


Technical Adviser of Gombe United FC, Manu Garba has said they are not prepared for the Premier League because he is yet to have a team.
He said the team lacked the firepower to win matches and therefore cannot go into tournaments the way it is except it is overhauled, most especially the attacking line.
Manu spoke after Gombe United’s third place defeat to Remo Stars in the third place match in the just concluded Super Four Tournament meant to determine the actual champion of the Nigeria National League (NNL)
“Right from the time that I joined this club, I told them that they need to get good forwards. Our deficiency is in the finishing.
“We need to go back to the drawing board and work on our finishing on goals because definitely, we cannot go to tournaments with most of these forwards. That is the department we need to reinforce.
He said the Savannah Scorpions were not fully prepared for Premiership action even as “it is the only team that has not gone out for preparatory camp against the forthcoming season.” He said the management at a meeting with the technical crew on Wednesday accepted that the team needed to go out for a concentrated camp.
Garba Manu in the meantime appealed to supporters and fans which cheered Remo against Gombe United that “the team will deliver in due course, God willing.”
Gombe United managed to force Remo Starts to a 1 – 1 draw from the spot in the dying minutes of the game and went on to lose the resultant penalties shootout 2 – 4.

 KAA Gent are on the verge of announcing the capture of Falconets striker Sophia Omidiji from Dutch club FC Eindhoven.

Omidiji and her entourage have arrived in Belgium to finalise her move to the Belgian Super League club.

And this will put an end to speculation surrounding her future, with earlier reports linking her with possible moves to PSV Eindhoven and a couple of Women’s Super League clubs in England.

Sophia has been described as a false number nine, who tracks back from the defensive line to receive the ball, and is also comfortable playing in midfield and as a winger. 

The 19-year-old is a product of Las Vegas Premier Sports Academy and Sierra Vista High School.

Abba Yola tells Dalung Sit up or resign


Former Kano Pillars chairman, Abba Yola has blamed a situation where the country’s female football team were forced to stage a protest march to press for their entitlements on sports minister Solomon Dalung.
Speaking Friday morning on Focus Nigeria, a flagship programme on AIT, former top NSC official Yola, said the weakness exhibited by Dalung, is responsible for the high level indiscipline among Nigeria federation presidents especially NFF president Amaju Pinnick.
He said a situation where the minister is made to bear the brunt of the many inadequacies of federation presidents is not acceptable.
He has therefore called on Dalung to stand firm in the face of recent intimidations from federation presidents or chicken out.
He is of the opinion that the minister should not allow himself to be ridiculed by individuals who feel they are untouchables because of the backing or immunity they enjoy from international bodies like FIFA.
Abba Yola further appealed to the minister to talk less and act more.
He said most of the problems the minister had found himself was because of his misguarded comments which have often times, attracted negative public backlash.
However, the director, Grassroots sports development in the sports ministry Ademola Are in his defense, says the minister was often misquoted by mischief makers who were paid to ridicule him.

Katsina Utd win 2016 Nigeria National League Super Four title


Kastina United emerged as the winners of this year’s Nigeria National League (NNL) Super Four tournament after defeating ABS FC 4-2 on penalties in Gombe on Thursday night.
Bidemi Abdulwahab’s 66th minute goal brought Bala Nkiyu’s men levelled to keep their title hopes alive after finding themselves struggling for most part of the game.
However, Remo Stars finished in the third place after seeing off host Gombe United 3-1 via penalties, after settling for a 1-1 draw at the end of  regular time.
Gombe United’s Chidera Ejike was crowned the tournament’s most valuable player.

Reps want FG to halt illegal migration to Europe


The House of Representatives on Thursday called on the executive arm of government to develop a plan that would checkmate the illegal movement of Nigerians to European countries.
The House’s decision followed a motion by Patrick Asadu, which was unanimously adopted by members through a voice vote.
Asadu prayed the government to mobilise both citizenry and other African leaders in both transit and receiving countries in the fight against illegal immigration while rehabilitating and re-settling victims at all stages.
The House also urged Nigerian youths “to be wary of sweet talking but unscrupulous human traffickers promising them non-existent jobs beyond our shores”.
The House further urged parents, community and Church leaders to “champion massive enlightenment campaigns against this modern slavery”.
Similarly, the House advised the National Agency for the Prohibition of Trafficking in Persons, the Federal Ministries of Youth Development, Women Affairs, Information and Culture, Interior and Foreign Affairs to rise up to the challenges posed by the development.
The House said further that the 8th National Assembly should champion a new parliamentary initiative to abolish what it called modern slavery by mobilizing resources within Nigeria and beyond against the menace.
Moving the motion, the Asadu cited the report of the United Nations Commission for Human Rights, which said illegal crossings from Libya to Italy increased by 38 per cent in 2015 and moved to 43 per cent in 2016.
It noted that majority of those migrants arriving in Italy in the recent time were from the Sub-Saharan Africa, mainly Nigerians, Gambians and Senegalese, saying the trend needs to be curtailed.
The House mandated the its Committee on Human Rights to conduct an oversight of the action plan of the Federal Government to curtail the incidents of illegal migration to Europe.
The committee was also mandated to report back to the house within 12 weeks for further legislative action.

BreakDown: Gov. Al-Makura Presents N67b 2017 Budget of Reformation


Full speech of His Excellency, Umaru Tanko Al-makura, Governor of Nasarawa State at the presentation of the 2017 budget, Fiscal Appropriation Bill to the Nasarawa State House of Assembly, Lafia.
The Right Honourable Speaker;
Principal Officers and Honourable Members of the Nasarawa State House of Assembly.
It is with gratitude to God the Almighty and with utmost delight that I stand before this honourable Assembly to present to the Honourable Members of the Nasarawa State House of Assembly, the 2017 Appropriation Bill in compliance with section 121 (1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended).
Mr. Speaker, Honourable Members, it will be recalled that last year about this period, I stood before this hallowed chamber to appraise the performance of this Administration in line with our policy thrust focused on infrastructure development, provision of social amenities and other social services
For these past five years, therefore, this Administration has remained focused in the delivery of policies, programmes and projects that are critical to the socio-economic development of our people. In the journey so far, we have made modest efforts which are rooted in transparency and accountability. These virtues have been the driving force behind the successes so far recorded in our quest for a better Nasarawa State.
Mr. Speaker, Honourable Members, I wish to commend the commitment of this Honourable House in its efforts to sustain the sanctity of the partnership between the Executive and the Legislature. Indeed, your patriotic contributions have continued to add impetus to our collective resolve to provide exemplary leadership for our people. This is how it should be. It is hoped, therefore, that this partnership between the two arms of Government will wax stronger now given the difficulties the State and the Nation are facing due to economic challenges.
Mr. Speaker and Honourable Members, as you are aware, the current economic recession has continued to pervade the Nigerian economy. This has had adverse effects on the smooth implementation of government policies, programmes and projects, including the payment of salaries and statutory overheads. Similarly, the Internally Generated Revenue (IGR) of Government is also at its lowest ebb. The value of our currency has continued to depreciate against the dollar. This has significantly affected the socio-economic development of the country, including our dear State which can be seen in sporadic and incessant industrial imbroglio by workers all over the country. The government is working closely with Labour leadership both at State and National levels with a view to making the coming year stress-free by prioritizing expenditures in order to ensure workers’ salaries and welfare are fully enjoyed.
This unfortunate situation is further exacerbated by the continued dwindling of monthly Allocation from the Federation Account to the State as a result of the interplay of both macro and microeconomic and financial factors.
Notwithstanding this, our Administration is undaunted in our resolve to move Nasarawa State to greater heights. Accordingly, Government has remained focused in the execution of projects and programmes that have a direct bearing on the lives of our people. These include construction of roads, healthcare delivery, sports development, education, power, water supply, agriculture, markets development among others. Similarly, we have committed enormous resources to the welfare of the physically challenged, women and children, as well as other vulnerable groups in our society. This is in tandem with our policy of “All-inclusive Governance”. Accordingly, our administration has fully constructed a comprehensive special school in Lafia to cater for children of all categories of disabilities from kindergarten to senior secondary school levels. Similarly, the special schools in Keffi and Gudi to be completed and ready for use next year.
Honourable Members of the House, in line with the policy direction of this Administration, Government will put in place necessary mechanism in order to stimulate the economy. In this regard, we intend to provide support to the informal sector by enhancing the capacity of small, medium and large scale businesses, and also encourage intensive agricultural production, mining activities, commercial trading and cooperative initiative in our efforts to stimulate the economy.
Mr. Speaker, you may wish to note that in our concerted efforts to enhance the delivery of social services, this Administration declared a state of emergency on education and health sectors with remarkable successes especially with the rehabilitation of premier boarding schools in each of the 3 senatorial zones. More efforts is also put in place to ensure the fast-tracking to ensure the completion of specialist hospitals in Lafia, Akwanga, and Nasarawa. This is in addition to the full refurbishment of School of Health Keffi and the full completion of School of Nursing Lafia. In this connection, Government intends to sustain the existing school feeding programme in order to encourage massive school enrolment, retention and completion in consonance with our quest to provide education for all school-going children in Nasarawa State with emphasis on Girl-child education and encouragement of children with disabilities. Youth support programmes are also in place to engage our youth. This is the rationale behind the employment of 3,000 youth and the upgrade of the State stadium in Lafia to international standard. This will surely mitigate youth against restiveness and give them hope for a better future. Worthy of mention is the plight of people displaced as a result of conflicts. I commend the resilience and dignified ways our displaced citizens endure the challenges devoid of the complex and humiliation of IDP’s. The government has planned to quickly reconstruct all public facilities and support the rehabilitation of persons affected between now and the first quarter of 2017 in the areas most affected. Giving the proximity of the State to the federal Capital FCT, and the need to support federal Government and FCT, at the same time create an avenue for diversification of revenue generation, Government has declared the 13,000Ha Gurku-Kabusu land as planned area in order to provide alternative homes to Nigerians wishing to reside within that corridor. This is in line with our resolve since 2011 to make the Greater Karu corridor the ‘Maryland’ of Abuja. This will be complimented by the commissioning of Karu International Market early next year which will be the largest market in the whole of Northern Nigeria.
Mr. Speaker, Honourable Members, let me at this juncture present to you the 2017 Budget proposal. It is my hope that you will appreciate the justification for the allocations.
Review of the Year 2016 Budget
Mr. Speaker, Honourable Members, you would recall that in 2015, I presented to this Honourable House, a total Budget of Seventy-seven Billion, Nine Hundred and Seventeen Million, One Hundred and Twenty-six Thousand, Seven Hundred and Ninety-nine Naira (N77,917,126,799) only for the 2016 fiscal year.
The proposal was objectively deliberated by the Honourable Members of the House. Based on the economic realities at that time, a total of Seventy-nine Billion, Three Hundred and One Million, Eight Hundred and Fifty Thousand, Five Hundred and Ninety-eight Naira (N79,301,850,598) only was passed into Law. However, Government had cause to submit a supplementary budget to the tune of One Billion, Six Hundred and Fourteen Million, Four Thousand, Nine Hundred and Thirty-five naira (N1,614,004,935) only to the Honourable House, bringing the total budget for 2016 to Eighty Billion, Nine Hundred and Fifteen Million, Eight Hundred and Fifty-five Thousand, Five Hundred and Thirty-three Naira (N80,915,855,533) only which this Honourable House approved.
Out of the budgeted amount, Mr. Speaker, Forty-four Billion, Five Hundred and Fifty-nine Million, Three Hundred and Eighty-seven Thousand, Nine Hundred and Sixty-four Naira (N44,559,387,964) only was earmarked for Recurrent Expenditure, while Thirty-six Billion, Three Hundred and Fifty-six Million, Four Hundred and Sixty-seven Thousand, Five Hundred and Sixty-nine Naira (N36,356,467,569) only was earmarked for Capital Expenditure.
Highlights of Year 2016 Budget
The 2016 budget was focused on the following areas:
i. Completion of some on-going projects;
ii. Enhancement of Internal Revenue Generation (IGR);
iii. Market development;
iv. Rural roads network especially, bridges;
v. Job creation, youth empowerment, skill acquisition and human capital development;
vi. Creation of enabling environment for Public-Private Partnership (PPP);
vii. Aviation infrastructure development;
viii. Emergency intervention in Education to include Science and Technical Education, Special Education, as well as restructuring and rehabilitation
of secondary schools and tertiary institutions, including commissioning of Special Schools for People Living with Disability (PLWD);
ix. Improvement in Healthcare Service Delivery;
x. Commissioning and equipping of water projects in Nasarawa, Daddere, Toto and Nassarawa-Eggon in the first quarter of 2016 and e-Libraries in
Keffi, Lafia, Nasarawa and Akwanga Local Government Areas, respectively;
xi. Continued collaboration with Development Partners;
xii. Agricultural Liberalization with emphasis on extension services, encouragement of commercial farming and cottage industry for value chain;
xiii. Pragmatic approach to solid minerals exploration and exploitation in collaboration with the Federal Government and partnership with investors
as alternative sources of revenue generation.
Performance of the 2016 Budget
Mr. Speaker, Honourable Members, Government envisaged revenue accruals of Seventy-nine Billion, Three Hundred and One Million, Eight Hundred and Fifty Thousand, Five Hundred and Ninety-eight Naira (N79,301,850,598) only. But as at October 2016, only Forty-three Billion, One Hundred and Four Million, One Hundred and Two Thousand, Two Hundred and Sixteen Naira, Forty-four Kobo (N43,104,102,216.44) only was realized. This represents 54.35% of the total expected revenue for 2016.
During the period under review, a total of Twenty-four Billion, Six Hundred and Eighty Million, Three Hundred and Eighty-four Thousand, Two Hundred and Twenty-six Naira, Thirty Kobo (N24,680,384,226.30) only was spent on Recurrent items.
Conversely, Eighteen Billion, Four Hundred and Twenty-three Thousand, Seven Hundred and Seventeen Thousand, Nine Hundred and Ninety Naira, Fourteen Kobo (N18,423,717,990.14) only was spent on Capital Projects.
Mr. Speaker, Honourable Members, you would recall that the accruals under the 2016 Budget assumptions were premised, among other revenue sources, on Government determination to access the second tranche of the N10 Billion Bond from the capital market, N10 Billion Federal Government Infrastructure Development Loan, as well as N1 Billion Commercial Bank Loan. However, Government was able to access N16.1 Billion comprising Infrastructure Development Loan of N10 Billion and N6.1 Billion Budget Support Facility of the Federal Government, respectively.
In spite of the challenges in the accruals of revenue in 2016 fiscal year, this Administration made concerted efforts to continue with programmes and projects that meet the peoples’ aspiration. Worthy of note are the massive urban and rural roads construction, healthcare delivery, markets development, water and power supply, education and agriculture, among others. Some of these projects have been completed and commissioned during the year under review.
Fiscal Risk and State Government Financial Trend in 2016:
20. The Rt. Hon. Speaker, despite the measures put in place by this Administration to reduce recurrent spending during the current year to a reasonable level and increase investment on capital projects, they yielded little result as recurrent expenditure continued to grow and override capital expenditure.
In this wise, recurrent spending accounted for about thirty-one percent (31%) of Government total spending against twenty-three percent (23%) capital expenditure in the 2016 fiscal year.
This Administration was able to effectively manage our debt profile, keeping it at relatively moderate level. The government is, therefore, servicing only the first tranche of the Bonds collected in 2014, Federal Government infrastructure concessional loans, as well as some long-term outstanding Development Partners facilities. All of these have relatively low-interest rates with long time repayment periods.
The 2017 Fiscal Appropriation
The Rt. Hon. Speaker, Distinguished Members, let me remind you that Government has been consistent in using the new accounting standard known as International Public Sector Accounting Standard (IPSAS), which is in line with the international financial reporting and best practices. I wish to reiterate that this new accounting system improves accountability, transparency, and prudence in the management of Government resources.
Mr. Speaker, the focus of Government in the 2017 fiscal year is as follows:
i. Completion of projects that will turn the economic fortune of the citizenry, as well as stimulate the economy out of recession;
ii. Encouraging and supporting youth in agricultural production as a way of empowerment, boosting production, developing value chain and
strengthening commercial venture for a stable economy;
iii. Creating conducive environment for participation of informal sector in income generation and sustainable productivity;
iv. On security, the government is working closely with operatives to promote the protection of lives and property. This is yielding a positive result as
the State is enjoying unfettered peace which has improved our economic activities.
Mr. Speaker, Honourable Members, the current economic recession in which we find ourselves has continued to constrain our inflow. It is for this reason that Government decided to strengthen internal control mechanism in public financial management. Accordingly, Government intends to continue to strictly monitor activities of Ministries, Departments and Agencies (MDAs) in line with the fiscal expenditure framework of this Administration.
Parameters and Basic Assumptions of the 2017 Budget:
In drawing up the 2017 budget, Government is guided by the fluctuations in the Statutory Revenue Allocation (SRA) from the Federation Account which forms the major source of revenue to the State. We are also mindful of the poor performance of the IGR resulting from the recession facing the entire country.
The following, therefore, are our basic assumptions:
i. The government was unable to realize all the resources that our budget was based on in 2016. This, thus, informed our resolve to streamline the
2017 estimates along more realistic, pragmatic and achievable targets; and
ii. This Administration is determined to achieve economic growth through prudent management of resources and investment in areas that will cushion
the effects of the recession.
Anticipated Revenue Receipts in 2017
Mr. Speaker, the total expenditure outlay is in the sum of Sixty-seven Billion, Thirteen Million, Fifty-seven Thousand, Seven Hundred and Fifty-three Naira (N 67,013,057,753) only.
The 2017 Appropriation anticipates a total of Fifty-three Billion, Nine Hundred and Ninety-one Million, Nine Hundred and Ninety-one Thousand, Eighty-five Naira (N53,991,991,085) only. The deficit will be financed by the Federal Government Budget Support Facility, as well as opening balance for 2017.
The budget framework shows a decrease of Thirteen Billion, Nine Hundred and Two Million, Seven Hundred and Ninety-seven Thousand, Seven Hundred and Eighty Naira (N 13,902,797,780) or 17.18% as against the 2016 appropriation. The details of these amounts are contained in the estimate’s document which I shall lay before you.
The Rt. Hon. Speaker, Honourable Members, in keeping faith with the commitment of this Administration to move the State to the next level, Government is equally committed to tackling the economic recession, the 2017 Appropriation is, therefore, christened “Budget of Reformation”.
Accordingly, the 2017 budget is to be funded from the following anticipated revenue sources:
A. Opening balance of N 6.42 Billion.
B. Federation Account
i. Statutory Revenue Allocation of N22 Billion;
ii. Value Added Tax (VAT) of N8.5 Billion;
iii. Exchange Gain of N2.5 Billion;
iv. Special Allocation of N300 Million;
C. Internally Generated Revenue (IGR) of N7.53Billion.
D. Aids and Grants of N6.98 Billion;
E. Budget Support Facility of N8.98 Billion;
F. Commercial Bank Loan/Overdraft of N10.00 Billion
EXPENDITURE ESTIMATE FOR YEAR 2017 BUDGET
Recurrent Expenditure
A total of Thirty-seven Billion, Twelve Million, Two Hundred and Fifty-one Thousand, Eight Hundred and Nineteen Naira (N37,012,251,819), representing 55.23% of the budget is earmarked for Recurrent Expenditure.
Capital Expenditure
The sum of Thirty Billion, Eight Hundred and Five Thousand, Nine Hundred and Thirty-four Naira (N30,000,805,934), representing 44.77% of the total budget is earmarked as Capital Expenditure for 2017 fiscal year.

Budged Presentation: Drop in oil prices led to low implementation of 2016 budget – Buhari


President Muhammadu Buhari has explained that global drop in oil prices has affected implementation of 2016 budget.
In his speech to the joint session of the federal legislators which just ended, he explained that the current administration was confronting challenges it did not create, while noting that they remain focused on the development of infrastructures across the country.
DAILY POST reports that the President also called on other arms of government and well meaning individuals to collaborate with his administration in resolving the Niger Delta crises.
He said that low revenue profile has negatively affected implementation of budget, stressing that the Federal Inland Revenue Services has record a major drop in revenue in 2016 compared to previous years.
He, however, hinted that government stayed above the challenges by ensuring prudent management of resources through implementation of TSA, elimination of ghost workers and recovery of loots.
He revealed that property seized from looters were converted to government office use.
According to him, his administration was working strenuously to diversify other revenue generating sectors, noting that 2017 will be completely different.
Buhari commended the two legislative arms for their commitment through a report on conditions of the economy earlier sent to his office, which he said, was already receiving attention.
He assured that Nigeria will come out of recession in 2017.

BREAKING: Buhari presents N7.28 trillion “Budget of Recovery and Growth” to National Assembly for 2017


President Muhammadu Buhari on Wednesday formally presented a N7.28 trillion federal government budget for 2017 to the joint session of the National Assembly for approval.
Christened the “Budget of Recovery & Growth”, Mr. Buhari said the budget was higher than the N6.07 trillion 2016 Appropriation by about 19.95 per cent.
Details of the proposed budget showed that it was based on crude oil benchmark price of $42.5 per barrel, against the benchmark price of $38 per barrel used in the 2016 budget.
Daily crude oil production estimate was put at about 2.2 million barrels per day, same as the figure in last year’s budget, while the exchange rate was put at N305 to the dollar as against N197 to the dollar in 2016.
Further details of the proposed budget showed that government proposed to spend about N2.243 trillion on capital projects and N2.9 trillion as recurrent expenditure.
The 2017 proposed capital and recurrent expenditures were higher than the N1.8 trillion and N2.65 trillion respectively provided in the 2016 Appropriation, representing about 15.44 ‎and 9.43 per cent respectively.
About N1.66 trillion has been allocated for servicing of domestic debts, for which N1.3 trillion earmarked in the 2016 budget, with foreign debt expected to take about N175.9 billion as against N54.5 billion last year.

The Presidency, according to Punch, has finalized plans to sell two planes out of the presidential fleet.

A top Presidency source told our correspondent on the condition of anonymity on Monday that the process of selling the aircraft which was handled by the Office of the National Security Adviser had been concluded.
He said, “The bids were opened in the presence of all interested parties about two weeks ago.
“At the end of the exercise, all those who participated commended the process which they described as very transparent.”

Cristiano Ronaldo wins 2016 Ballon d'Or


Real Madrid and Portugal star Cristiano Ronaldo has won the 2016 Ballon d’Or, crowning him the world’s best player for the fourth time.


The 31-year-old, won the Champions League with his club and the European Championship with his country in the best summer of his career and he takes the prestigious prize away from Lionel Messi, his great rival, whose Ballon d’Or win last year was his fifth in total.

France Football only announced the results up until 6th place before announcing the winner, with spots 5-2 coming around 9.30pm (UK time).

Winning his fourth award takes Ronaldo clear of Michel Platini, Johan Cruyff and Marco van Basten, who all won the prize three times, and clear in second in the all-time list. Ronaldo’s first triumph came in 2008 during his time as a Manchester United player and he also won in 2013 and 2014 when the France Football award merged with FIFA’s World Player of the Year Award to become the FIFA Ballon d’Or.
This year France Football took back sole control of the prize, first awarded to England and Blackpool’s Stanley Matthews in 1956, meaning votes were the responsibility of a select number of journalists across Europe, rather than international captains and coaches.

Ronaldo, who signed a new five-year contract in November, was recognised for his dominance on the European stage.

SERAP sues Saraki, Dogara over Jibrin’s allegations


A human rights group, Socio-Economic Rights and Accountability Project, has sued the Senate President, Dr. Bukola Saraki, and the Speaker of the House of Representatives, Mr. Yakubu Dogara, over the claim that lawmakers have pocketed nothing less than N500bn as running costs in the last 10 years.
SERAP filed separate suits against Saraki and Dogara at the Federal High Court in Lagos last Friday based on a series of allegations of corruption levelled against the National Assembly by the sacked Chairman of the House Committee on Appropriation, Abdulmumin Jibrin.
The Executive Director of SERAP, Mr. Adetokunbo Mumuni, said in a statement on Monday that the organisation resorted to suing the Senate President and the House Speaker following their refusal to respond to two letters demanding their responses  to Jibrin’s allegation that lawmakers diverted N500bn tagged ‘running cost’ between 2006 and 2016.
Mumuni said Saraki and Dogara also shunned SERAP’s request that they should disclose the monthly income of each lawmaker following the claim by former President Olusegun Obasanjo that a lawmaker goes home with nothing less than between N10m and N15m per month.
Among other reliefs, SERAP wants the court to issue a mandamus order compelling Saraki and Dogara to give account of how the lawmakers spent N500bn running cost, which was part of the N1tn budgetary allocation to the National Assembly between 2006 and 2016.
The plaintiff wants the court to compel Saraki and Dogara to show the projects executed with the allegedly diverted N500bn.
SERAP also wants the court to compel Saraki and Dogara to make public the monthly income of each lawmaker.
It argued that the refusal of the Senate President and the House Speaker to supply the requested information was a violation of Articles 9, 21 and 22 of the African Charter on Human and Peoples’ Rights (Ratification and Enforcement) Act, which guaranteed the fundamental principles of transparency and accountability.
SERAP wants the court to hold that Saraki and Dogara were obliged to supply the requested information by virtue of Section 4 (a) of the Freedom of Information Act, 2011.
